The book was printed thanks to a special circular Goskomizdat letter. In less then two years both collapsed and 'razvitie i sovershenstvovanie otraslei narodnogo khoziaistva, zaniatykh obsluzhivaniem naseleniia' was left to the New Nomenklatura and a bunch of oligarchs.
